XRechnung requires a buyer reference (BT-10, cbc:BuyerReference). For German public bodies this is the Leitweg-ID, for example 04011000-12345-03.

Why the validator reports it
The rule belongs to the German XRechnung. Our checker runs it only when the value of cbc:CustomizationID (BT-24) starts with urn:cen.eu:en16931:2017#compliant#urn:xeinkauf.de:kosit:xrechnung_.
