BR-DE-10: The deliver to address is missing the city

The deliver to address is missing the city (BT-77, cbc:CityName).

[BR-DE-10] Das Element "Deliver to city" (BT-77) muss übermittelt werden, wenn die Gruppe "DELIVER TO ADDRESS" (BG-15) übermittelt wird.

1. Open the XML file and find the element cac:Address/cbc:CityName.
2. Add or correct the element the way the wording of the rule above asks for.
