XRechnung requires payment instructions (BG-16). Add cac:PaymentMeans with a payment means code.

[BR-DE-1] Eine Rechnung (INVOICE) muss Angaben zu "PAYMENT INSTRUCTIONS" (BG-16) enthalten.

- Add or correct the element the way the wording of the rule above asks for.
