BR-43: The charge on line level has no amount

The charge on line level has no amount. Add cbc:Amount.

Original wording of the rule

[BR-43]-Each Invoice line charge (BG-28) shall have an Invoice line charge amount (BT-141).

How to fix it

1. Open the XML file and find the element cac:AllowanceCharge/cbc:Amount.
2. Add or correct the element the way the wording of the rule above asks for.
